据《纽约时报》报道 ， 当地时间8日 ， 哈佛大学和麻省理工学院向美国政府提起诉讼 ， 要求立即暂停有关在美国际留学生“若只修网课需转到有线下课程的学校否则必须离境；身在海外只修线上课程的不得入境美国”的规定 。

哈佛大学和麻省理工学院表示 ， 诉讼的理由是该规定违反了《行政程序法》 ， 缺乏证明该政策合理的证据 ， 且没有预先知会公众并广泛征求意见 。
